We separate the basis of each statement because they are not equivalent. One is a public registry record that anyone can pull; the other is something the company asserts and will evidence privately.
The register records the director, not the owner
The Kazakhstan state register of legal entities records a company’s first executive officer — the director — who holds authority to act for the company. It does not record who owns it. Participation interests in a Kazakhstan limited liability partnership are not published in any public register.
The consequence is that anyone searching the register will find Bolat Akimovich Ibrashev and will not find the founder or any owner. That is the normal position for a Kazakhstan LLP and is not an indication of anything. What the director’s authority means
In a Kazakhstan limited liability partnership the director is the sole executive body and acts for the company without a power of attorney. The scope of that authority, and any thresholds above which a decision requires the consent of the participants, are set out in the company’s charter rather than in any public register.
A counterparty verifying who can bind the company should therefore ask for two things: the registry extract, which confirms who currently holds the office, and the charter, which defines the limits of it. Both are provided on request. This matters more than it might appear, because a signature from a director acting beyond a charter threshold is a live contractual risk for the counterparty, not only for the company.
Why this page exists
A reader carrying out due diligence will pull the state register and find a director. If the site said nothing, the difference between that name and the founder’s would look like a discrepancy discovered rather than a structure disclosed.
